Digital coordination layers have not yet delivered the expected shift. Mobility platforms that aggregate services have struggled to deliver clear value to users or to align with city objectives. Without strong incentives or seamless integration, they remain underutilized despite technical capability.

These mechanisms address the majority of users who will not switch modes voluntarily, making them more effective than supply-side solutions alone.
Funding and execution capacity constrain progress across all of these areas. Building and maintaining transit systems, upgrading infrastructure, and coordinating across agencies require sustained investment and alignment over long time horizons. Without this, even well-designed strategies fail to scale.
Urban mobility improves when cities move from adding options to designing systems. The shift requires coordinated policy, integrated infrastructure, aligned incentives, and clear execution. Cities that treat mobility as a connected system rather than a collection of services are more likely to change behavior and increase the share of sustainable transport.
