Ellen Zoppo-Sassu returned to office in 2025 as the mayor of Bristol, Connecticut, bringing the kind of enthusiasm that only a leader familiar with a city's rhythms could fully appreciate. Bristol, a mid-sized Connecticut city with a strong industrial past and an evolving economic identity, soon presented her with a complex and politically charged challenge. A proposed data center on Riverside Avenue, at the site of the former Dodge Village brownfield. How she chose to respond to that challenge offers a revealing lens into her leadership philosophy and her vision for Bristol's future.

The proposed Riverside Avenue facility sparked strong public discussion as residents learned more about the project, prompting Mayor Zoppo-Sassu to explain how it had progressed through earlier administrations and city review processes. Instead of turning the issue into political theater, she focused on transparency and civic education, treating residents as active participants in the conversation.

The project's approval process began in 2022 with state-level fuel cell approvals and later moved through local zoning reviews in 2025, after officials realized that data centers were not yet defined in city regulations. The city ultimately updated zoning rules to allow such facilities in designated areas, with the mayor emphasizing that public trust depends on clear and timely communication about how decisions are made.

Much of the national debate around data centers has focused on massive facilities that consume large amounts of electricity and water while seeking major tax incentives. Mayor Zoppo Sassu explained that Bristolʼs proposal is very different. The planned site is a small edge computing facility of about 15,000 square feet, powered by a 4-megawatt fuel cell that operates independently of the local grid. She said the project should not be compared to the giant hyperscale data centers often discussed nationally.

Mayor Zoppo Sassu also addressed environmental concerns by explaining the projectʼs limited water use and site protections. The facility would use a closed-loop cooling system with far lower water consumption than many common community buildings. Officials confirmed that the project received approval from the Inland Wetlands Commission and would neither draw water from nor discharge water into the nearby Pequabuck River. The development agreement also includes landscaping plans and possible future carbon capture technology.

Mayor Zoppo Sassu framed the project as part of a larger effort to revitalize Riverside Avenue and reuse long-vacant properties. The site had remained dormant for years before the proposal emerged. City leaders see the development as a chance to turn a former brownfield site into a productive, tax-generating property while supporting nearby improvements, such as streetscape upgrades and the renovation of the historic Sessions factory. The proposal also fits within the cityʼs broader focus on downtown revitalization and adaptive reuse.

The city is also using the proposal to strengthen regulations for future technology-related developments. Because residents already have concerns about industrial noise, officials said the developer committed to using a noise monitoring system for the facility. Public Works Director Ray Rogozinski also suggested updating the cityʼs noise ordinance to better address low-frequency sounds from generators. Officials say the effort reflects a broader push to improve Bristolʼs long-term planning and readiness for emerging infrastructure projects.

Mayor Zoppo Sassu noted that Connecticut's high energy costs make large projects unlikely, while smaller edge data centers under 20 megawatts can generate their own power on-site and operate at a much smaller scale. The mayor also pointed out that leaders at both the state and federal levels have supported projects that avoid placing additional strain on local power grids and ratepayers.

The growth of artificial intelligence in healthcare, manufacturing, research, and business services will continue to increase demand for local computing infrastructure. She framed the discussion as part of Bristolʼs broader economic development strategy and focused on helping residents understand the technology and its potential impact. Her approach reflects a leadership style centered on transparent public education and on involving the community in complex technology-related decisions.
