When Jorge Cardenas became CIO of Brownsville, Texas, in 2022, the city was dealing with a longstanding connectivity problem that affected residents, businesses, schools, and public services. Brownsville had previously been identified as one of the least-connected cities in the United States, with a large share of households lacking reliable internet access at home. Cardenas’ role also reflects the involvement of city technology leaders in cross-departmental planning. CIO responsibilities in local government now often extend beyond software procurement or internal IT support. Technology teams are expected to support cybersecurity, network resilience, public service delivery, and coordination between systems that residents interact with every day.
Another notable part of Brownsville’s approach has been the pace of implementation. The city has focused on building core capabilities over time instead of attempting a large-scale transformation all at once. Connectivity, network infrastructure, and operational systems have received sustained attention as foundational areas. This kind of sequencing is often important for mid-sized cities, where budgets, staffing, and implementation capacity impose practical limits on how many major initiatives can move forward simultaneously.
Brownsville also operates in a region facing economic and infrastructure pressures stemming from population shifts and regional growth. In that environment, long-term planning around connectivity and digital operations becomes very important. Reliable systems help cities coordinate services more consistently and respond more effectively as demand changes.
Brownsville’s progress reflects a broader pattern visible across many local governments.
