California has started testing a digital tool intended to change how workers demonstrate their qualifications and how employers evaluate candidates.

The California Career Passport will combine conventional academic records with verified information from job training, licenses, industry credentials, apprenticeships, military service, and work experience. Workers will be able to control and share their records with employers, giving people without four-year degrees another way to demonstrate they meet the requirements for a role.

The pilot demonstration runs from June 17 through August 24, 2026. Four selected vendors will test their platforms with users, allowing the state to compare user experience, technical performance, and each system's ability to support hiring use cases before choosing a final provider.

The project reflects a wider shift toward skills-based hiring across government and the private sector. Removing degree requirements from job descriptions can expand the candidate pool, but employers still need a reliable way to determine what an applicant knows and whether a credential issued by a college, training provider or professional body can be trusted.

The proposed architecture separates credential publication, data aggregation, identity verification and the user-facing application into different layers. It will use open standards to represent credentials, skills, academic records and identity, while remaining compatible with existing education, workforce and digital identity systems.

Rather than constructing every component from scratch, California plans to connect the passport to infrastructure already in place across the community college system. The Common Cloud Data Platform provides access to information from the state’s 72 community-college districts and is currently being piloted at 11 colleges. The statewide eTranscript California network has already exchanged more than 3 million transcripts across over 100 registered higher-education institutions.

The state also plans to build on Mapping Articulated Pathways, which helps colleges recognize skills gained through military training, industry certifications, assessments and work experience. That system will support a California Credential Registry containing machine-readable descriptions of credentials, assessments, learning opportunities and related job skills.

Creating the digital record may be more straightforward than establishing a shared language for what each credential represents. A job title, certificate, or completed course does not automatically indicate which competencies a person has demonstrated. The next phase of the project will therefore focus on defining and documenting skills in a consistent format that can be interpreted across institutions and hiring systems.

Implementation is planned in three stages. The first covers platform testing, policy alignment, employer engagement, and procurement. The second will establish methods for describing skills and making credentials transparent. The third will prepare the infrastructure and communications needed for broader statewide access during 2026 and 2027.

California provided $25 million in one-time funding for the program, along with $750,000 for statewide administration. Final implementation costs remain unsettled and will depend on the procurement process, vendor selection, integration work and the results of the pilot.

The test will show whether California can turn records spread across colleges, agencies, training providers and employers into a credential that workers can carry between systems. Employers must trust the underlying information, participating organizations must publish data consistently, and workers must be able to use the passport without specialized tools or technical knowledge.
